In a photograph taken in October 1958, unidentified citizens of Norfolk collect petitions aimed at reopening the public schools in the city. On September 27, 1958, Governor J. Lindsay Almond ordered the closure of six public schools in Norfolk—dispacing about 10,000 students—in an attempt to circumvent orders by the federal district courts in Virginia to desegregate the schools.
