Description
<p>John Willoughby Jr. of Norfolk filed this petition to the House of Delegates in 1777, asking to be compensated for the loss of his formerly enslaved people. According to the list, on April 14, 1776, a total of eighty-seven people who Willoughby had enslaved “went off to Dunmore.” While Lord Dunmore’s Proclamation promised freedom to enslaved people who were “able and willing to bear arms” and join “his Majesty’s troops,” it is notable that so many of the people who self-emancipated from Willoughby were women and children. </p>
