George F. “Thunder Cloud” Custalow, the chief of the Mattaponi tribe from 1914 to 1949, sits in a suit and bowtie in this 1918 outdoor photographic portrait. A politically active chief, Custalow had worked to ensure that tribal members were recognized as “non-citizen Indians” during the World War I Selective Service Draft, and that tribal members would be exempt from state and local taxation. This photograph was taken by ethnologist Frank G. Speck.
