<p>A protester holds a sign which reads: “They tear down our home we tear down the system,” outside of a 2019 meeting between the Norfolk Redevelopment and Housing Authority (NRHA) and representatives from the U.S. department of Housing and Urban Development (HUD). HUD was meeting with the NRHA about a potential Choice Neighborhoods Implementation Grant which would help fund the second major redevelopment of St. Paul’s Quadrant. Protesters, most of whom were residents of the Tidewater Gardens Housing project, told reporters from the local news station 10 On Your Side that information from public officials had been confusing and contradictory, and they were worried for the future their community. HUD awarded Norfolk the grant, and Tidewater Gardens was demolished in June of 2022.</p>
