<p>The Charlottesville Joint Health Department created this map in 1950 and published it in <i>An Appraisal of the Quality of Housing, Charlottesville, Virginia, January 20, 1951</i>. The map shows the quality of housing in various sections of Charlottesville as judged by the median value of the property. The report was the first step taken by the Charlottesville City Council in its effort to secure federal redevelopment funding.</p>
