A bust portrait of U.S. president John Adams is surrounded by representations of sixteen states, with each states population and number of U.S. senators and representatives. At top, an eagle holds an arrow and an olive branch in its talons, as well as a banner with the words Millions for Our Defence Not a Cent for Tribute. Amos Doolittle, a printer from Hew Haven, Connecticut, made this engraving.
