Banks, Henry: Petition To Remain In The Commonwealth, Richmond 1861 In Richmond Hustings Court, June 10th 1861. On the application of Henry Banks, a free negro emancipated since the year 1806, who desires to obtain permifsion to remain in this state and reside in this City, it is ordered that the justices of this Court be summoned to attend in this state and reside in this City, it is ordered that teh justices of this Court be summoned to attend here tomorrow to hear and decide on said application.
