March 27, 1985: Larry Sabato: Professor of Political Science, University of Virginia: Fear of Financing: The Tradition of Fiscal Conservation. From the controversy over redeeming civil war debt to the politics of developing a state-wide road system, Virginia has abjured the option of borrowing from future revenues. This "hard-money" mentality will be the subject of this presentation and its consequences for the Commonwealth's growth will be assessed both historically and in light of present public needs.
